The Government recognizes that the sector chose the title “National Coordinating Mechanism” in recognition of the independence of the agency and office holder roles in the context of seeking sector coordination to lead the development of the reform agenda. This empowers the role of the National Coordinating Mechanism as the sector’s coordinating body and confirms the decision of the National Executive Council in late 2002. The National Coordinating Mechanism consist of Sector Agency Heads (any of whom who may be represented by a duly appointed deputy) and has no role in the exercise of judicial functions or powers but operates in a way that respects the independence of the judiciary, the functional and legal independence of constitutional office holders and the separate responsibilities of the Ministers and Departmental Heads in the Sector. NCM reports regularly on the efficiency and effectiveness of the Law & Justice system to the Government on the performance of the Law & Justice Sector as a whole without interfering in the individual responsibilities of Sector Ministers, or the constitutional office holders, or how the judiciary administers justice. NCM also keeps the Government informed and advises the Government on major Policy issues as they arise.

Advise the Government on Law & Justice Policy, Sector Performance and Resourcing.

Visibly advance and lead, individually and collectively, the promotion of the agenda set out in the Law & Justice Sector Policy and the Sector Strategic Framework, including the implementation and coordination of reforms.

Proactively engage with the Law & Justice Sector Ministers and Central Government Agencies.

Lead engagement with Government Stakeholders on Policy and Budget to ensure that the Law & Justice needs are fed into Government at all levels.

NCM is supported by the Law & Justice Sector Working Group consisting of senior operational and planning officials drawn from each of the agencies. The Law & Justice Sector Secretariat, amongst its other functions is also mandated to provide services to the National Coordinating Mechanism, the Law and Justice Sector Working Group and the Sector Agencies.
