ERAP BOYS TOWN IN OPERATION

Erap Boys Town has detained a total of 20 convicted juveniles in the first quarter of 2018. The number decline when 10 juveniles escaped from custody. Of the 10 escapees, only 3 voluntarily surrendered while others remained at larage. Five juveniles have been discharged from the institution after completing their sentence. All juveniles held in custody were able to continue on with their formal education at the Erap Boys Town Multi Grade Lower and Upper Primary School, located within the institution. The institution has received donations from corporate organizations and nongovernmental organizations on following areas of support: Huon Gulf Hotel donated culinary items; The Rotarian Club Against Malaria donated treated mosquito nets; Lae Biscuits and Goodman Fielder donated food rations; and Buimo Prison Reintegration Association donated six second-hand bales of clothes. These donations shows corporate responsibilities of our stakeholders to support the general operation of the Erap Boys Town. Erap Boys Town is located in Markham, Lae Morobe Province. The institution serves the purpose of rehabilitating convicted juveniles as well separating them from detained with the adult offenders. A scope of work has been completed by JSS4D for the refurbishment and maintenance of dormitories, dining hall, ablution block, sewerage system, and other facilities. The work will commence in 2019.

Consultative Workshop for PJJC Chairpersons

The consultative workshop was held from the 24th to the 25th of April, 2018 at the Grand Papua Hotel in Port Moresby. In attendance were the Provincial Senior Magistrates who are the Chairpersons of the respective Provincial Juvenile Justice Committees. All members of the National Juvenile Justice Committee attended the workshop as well as our development partners in JSS4D and UNICEF. The objective of the workshop was to enhance collaboration amongst stakeholders for the administration and implementation of the Juvenile Justice Act 2014 at the subnational level through the establishment of the Provincial Juvenile Justice Committees. The members of the National Juvenile Justice Committee delivered presentations on their areas of responsibility with enriching discussions by participants indicating areas of improvement to better deliver the juvenile justice services pertaining to the Juvenile Justice National Plan 2018-2022.

Diversion Training

A week long training on diversion was held at the Chabai Nazareth Centre for Rehabilitation from the 14th to the 18th May 2018. A total of 33 participants attended the training that covers the purpose of facilitating diversion, the diversion options to apply, the relevance of police policy and protocols, juvenile court proceedings and application of court diversion, purpose and principles of sentencing, sentencing guidelines, juveniles rights in the criminal justice system and the standards on the treatment of children in conflict with the law. The participants have expressed their appreciation on the training they have received that gave them the understanding and knowledge to respond and apply diversion and the options that are available to divert a juvenile involved in committing minor offenses. A week-long training was co-facilitated by Ms. Kutan Poniou and Mr. Liberty Kuson.

Governance

We provide the secretariat role to the National Juvenile Justice Committee and the Provincial Juvenile Justice Committees.

Law, Regulation and Policy

We coordinate the review and implementation of laws, regulations, and policies related to juvenile justice, including efforts to align with international standards and best practices

Awareness

We raise awareness about juvenile justice issues among key stakeholders, including communities, schools, and government agencies.

Provincial Juvenile Justice Committees established

This year, we have successfully established four new Provincial Juvenile Justice Committees, each with its Three-Year
Workplan developed. These newly established committees are as follows:

  1. East New Provincial Juvenile Justice Committee
  2. Central Provincial Juvenile Justice Committee
  3. Madang Provincial Juvenile Justice Committee
  4. Eastern Highlands Provincial Juvenile Justice Committee
    With the establishment of these committees, the total number of Provincial Juvenile Justice Committees has increased to 12. In 2018, we established eight such committees. The Three-Year Workplans of these committees have been presented to their respective Provincial Administrations for integration into the Provincial Development Plans. As a result of this collaboration, the Eastern Highlands Provincial The administration has allocated substantial funding to support the committee’s initiatives. Similarly, the Morobe Provincial Administration has allocated K10,000.00 through the Morobe Provincial Juvenile Justice Committee to support the operations of Erap Boys Town in Markham, Morobe Province. Furthermore, the Provincial Administration, through its Division of Education, has deployed a TVET Teacher to provide life skills training to juvenile detainees at Erap Boys Town. These efforts show the commitment of provincial
    administrations to support juvenile justice initiatives and enhance the rehabilitation of juvenile offenders.

Consultations on the development of the Juvenile
Rehabilitation and Reintegration Policy

The National Juvenile Justice Committee endorsed the development of the juvenile rehabilitation and reintegration policy. To ensure inclusivity and gather valuable input, Provincial and National Consultation Workshops were organized in the Western Highlands Province and the National Capital District. Stakeholders from various sectors were invited to contribute to the policy’s development. This policy aims to address the challenges associated with unstructured rehabilitation programs and services both within institutions for custodial sentencing and within Community Based Corrections services for non custodial sentencing. The development of this policy was made possible through funding and technical assistance provided by UNICEF PNG. It is anticipated that the policy will be completed by 2020, with the collective efforts of stakeholders contributing to the formulation of comprehensive and effective strategies for juvenile rehabilitation and reintegration.

During a delegation visit to Kokopo to witness the signing of a Memorandum of Understanding (MoU), representatives took advantage of the opportunity to engage with NBC Radio East New Britain listeners. Mrs. Josephine Pitmur, Deputy Secretary-Justice Administration of DJAG, highlighted the department’s focus on revitalizing village courts to enhance law and order in communities. Mr. Collin Sakap, Acting Director of the Juvenile Justice Service, discussed the service’s roles and functions and the legislative framework of the Juvenile Justice Act.
